Horrific Crime in Madanapalle: 7-Year-Old Raped and Murdered by Neighbor

In a chilling incident that has sparked outrage across Andhra Pradesh, a seven-year-old girl was brutally raped and murdered in Madanapalle, Annamayya district. The perpetrator, a 30-year-old neighbor with a history of criminal behavior, reportedly drowned the child in a water drum to cover up his crime.

The Disappearance
The victim, a second-grade student, was at home on Monday due to a school holiday. While her mother was at work, her father noticed her missing around 4:30 PM. After a frantic search by family and neighbors yielded no results, a police complaint was filed. Despite local alerts and police searches throughout the evening, the child remained missing.

Missed Opportunities and Police Negligence
Suspicion eventually turned toward a neighbor named Kulavardhan (30), a known local nuisance addicted to ganja and alcohol. At approximately 1:00 AM on Tuesday, police knocked on his door. When he failed to respond, officers observed him through a window; seeing him appearing to sleep, they left without entering the premises.

It wasn’t until 7:00 AM on Tuesday after the girl’s grandfather reported seeing her near Kulavardhan earlier—that police broke down the door. They discovered the child’s lifeless body hidden inside a water drum. Locals have expressed fierce criticism, arguing that had the police forced entry during the initial midnight check, the outcome might have been different or the recovery swifter.

A History of Violence
Kulavardhan’s criminal background has come under intense scrutiny:

Prior Offenses: He was previously booked for attacking an individual with a sickle.

Harassment: Multiple women had previously complained about his obscene behavior, though some withdrew their complaints due to his intimidation tactics.

Lack of Intervention: Residents allege that the police failed to provide necessary counseling or monitoring for the suspect despite his well-known history of substance abuse and aggression.

Public Outrage and Government Response
Following the discovery, a tense standoff ensued. Angry locals staged a massive protest at the suspect’s house, demanding that he be handed over to them for immediate justice. They initially refused to allow the removal of the body for an autopsy.

The situation was eventually de-escalated after interventions from Home Minister Vangalapudi Anitha, the District Collector, and the SP. Minister Anitha assured the grieving family that the perpetrator would face the harshest possible punishment. By Tuesday evening, the DIG confirmed through post-mortem findings that the child had been sexually assaulted before being drowned.
