Delimitation Plan Halted Amid Major Setback for NDA

In a significant political setback, the NDA government led by Narendra Modi has, for the first time in its 12-year tenure since 2014, faced a major hurdle in the Lok Sabha. A crucial constitutional amendment bill failed to secure the required two-thirds majority, dealing a blow to the government’s legislative agenda.

According to reports, the much-debated Constitutional (131st Amendment) Bill, 2026 managed to secure only 278 votes in favor well short of the 360 needed for passage. Meanwhile, 211 Members of Parliament voted against the bill, citing constitutional concerns. This effectively stalled the proposed amendment linked to the Women’s Reservation framework.

The failure of the bill has had a cascading impact. Several contentious proposals that were tied to it including the delimitation of parliamentary constituencies and a potential increase in the number of Lok Sabha seats were not taken up for voting. These reforms were seen as key structural changes to India’s electoral system.

The special three-day Parliament session, held from April 16 to 18, witnessed intense and high-decibel debates between the ruling NDA and opposition parties. The session was originally expected to culminate in the passage of the historic Women’s Reservation Bill, which seeks to reserve 33% of seats in both the Lok Sabha and state assemblies for women a proposal that has broadly received support across party lines.

However, the decision to link the reservation bill with other controversial measures particularly delimitation without conducting a fresh census sparked strong opposition. Several non-NDA parties argued that such a move could adversely impact the political representation of southern states, making it a contentious national issue.

The unexpected setback has left the NDA government disappointed, as a key legislative push has hit a roadblock. With the Lok Sabha adjourned, all eyes are now on the final day of the session, which is expected to witness further political drama following these developments.
