In a swift reversal, the Narendra Modi–led government has withdrawn its directive requiring mandatory pre-installation of the Sanchar Saathi app on all smartphones. The decision comes after widespread criticism from the public, opposition parties, and major mobile manufacturers.
On Tuesday afternoon, the Ministry of Communications issued an official press note revoking the earlier order. The statement clarified:
“The Government, with an intent to provide access to cybersecurity tools to all citizens, had mandated the pre-installation of the Sanchar Saathi app on all smartphones. The app is secure and designed solely to help citizens counter cyber threats… Given Sanchar Saathi’s increasing acceptance, the Government has decided not to make pre-installation mandatory for mobile manufacturers.”
The initial directive, issued last week by the Department of Telecommunications (DoT), mandated smartphone makers to ship devices with the Sanchar Saathi app pre-installed. Launched in 2023, the homegrown cybersecurity tool helps users verify IMEI numbers and report misuse or suspected fraud.
However, the move sparked immediate and intense pushback. Smartphone companies reportedly including tech giant Apple raised concerns about privacy implications and security protocols. Opposition leaders also criticized the mandate, resulting in heated debates in Parliament during the ongoing Winter Session.
Public sentiment played a significant role as well. Citizens expressed strong objections, especially over the requirement that the app be made non-removable, which many saw as a violation of their Right to Privacy. Critics accused the government of attempting to introduce a potential surveillance mechanism under the guise of cybersecurity.
While Apple has openly refused compliance, the response from other manufacturers remains unclear. Analysts believe the mandate might have escalated tensions between the government and the smartphone industry if it had not been rolled back.
With the official withdrawal, the controversy surrounding Sanchar Saathi may subside for now. The government maintains that the app remains voluntary and beneficial, but the episode underscores growing public sensitivity around digital privacy and state-mandated technology interventions.
